What you are making is usually clearer than what to plan first. A talking-head video, an interview episode, a piece cut from archive footage: each runs on a different clock, and the clock decides the board.
On production days the order changes. A storyboard runs in story order, one frame per beat with the seconds written underneath. Shot list runs in shooting order, grouped by camera setup, because you shoot everything from one position before the camera moves. The two boards describe the same day and are not substitutes.
